Genesis for the public Minerva testnet: the minerva-devnet rules (native-only transactions, ML-DSA-65 precompile at 0x...4D00, account control, emission schedule, all active at block 0) with chain id and network id 77138, the five system contracts (0x...0201 to 0x...0205), genesis difficulty 0x600000 (sized for a 4-thread CPU miner at about 15 s per block; a difficulty of 1 let a 16-core server mine faster than one block per second and pushed timestamps into the future), and no prefunded accounts. Testnet liquidity and faucet balances are added only when the supply statement (MErva/docs/05-supply-statement.md) names them, so nothing in this file can be mistaken for a mainnet allocation.

Rebuild after a system-contract change:

node scripts/devnet/install-system-contracts.mjs --network minerva-testnet --skip-generated-sources

Before launch: publish the genesis hash (minerva-geth doctor --genesis checks it), set difficulty for the expected hash rate, add bootnodes, and run pnpm node:doctor against the first node with MINERVA_NETWORK=minerva-testnet.
